One is a possible-form " being able to see/look/watch ",
another is a passive-form " being seen/watched "
possible-form: ใใใใฎ่ฉฆๅใฏ่ฆใใใใ๏ผ่ฆใใใจใใงใใ๏ผ

็งใฏๅฝผๅฅณใใฟใใI sees her.
็งใฏใฉใใช้ ใใฎใใฎใงใ่ฆใใใI can see in the distance (mostly because the person has a good eyesight).

It is a dictionary-form, ใ่ฆใใใan intransitive verb
ใ่ฆใใa transitive verb.
