Es ist Winter und kalt...ich gehe nur zur Uni, also Einkaufen oder in eine Bar aber draußen halte ich mich nicht auf bei dem kalten Wetter🥶

@fer1908 The verb is aufhalten, refers to the place (in this case "draußen") and could be translated as follows:
"[...] but I don't stay outside in cold weather."
It's a little bit more formal than just saying "[...] aber draußen bin ich bei kaltem Wetter nicht." or "[...] aber ich gehe bei kaltem Wetter nicht (oft / gerne) raus."
(Of course there are many ways to express this idea. Basically, the speaker in your example states that he or she only walks out the door for the most important things because everything else is too cold for him or her.)

Sich irgendwo aufhalten, heiss, sich dort befinden, dort Zeit verbringen etc.
Sagen wir, es ist kalt, und die Person so am Markt an einem Stand arbeiten = mehrere Stunden draussen an der Kälte. Dann antwortet die Person vielleicht, dass sie gerne helfen würde aber nicht bei diesen Temperaturen.
