For example, if I can't go along with anyone, can I say "I'm not good at him[her]" ?

No! Totally wrong
You can only be good at things.
You can, however, say
I am good at making people feel relaxed
Or
Let me help him, I'm good at it
But, it's about being good at the relaxing and the help, you see?

Using the phrase “good at” is mostly used when describing an action. For example: “I’m not good at playing sports.” For this situations It would be better to use “good with.” For instance: “I’m not good with people.”

You can say instead, "I don't get along with him/her." Or: "I don't know how to handle that person." Or: "I don't work well with him/her."
