The usage of Japanese varies a little from one speaker to another, such as men or women, adults or children.
In this sentence, I thought I need to put some conjunction between men or women and adults or children.
But my textbook has that sentence above as a model answer, why?

Not always, it depends on the context, but for now, for your simplicity:
.....such as A or B, C or D
B is the opposite of A
D is the opposite of C
otherwise:
......such as A, B, C and D
(or)
......such as A and B and C and D

The concept is similar to your -たり series
火曜日に私は 食べたり飲んだり遊んだりする.
You do not put "と" betweent -たり. Same is for this case.
