I would say either is fine, "before" just adds to "never". But never mind that, I think the sentence itself is awkward.
If I understand the meaning correctly, I think you want to say something like
"Never before in recorded history had there been a culture that was wholly moved/relocated(?) from one place to (another,) a previously unknown continent."
You can reword that to suit your meaning ^.^
