Question about English (US)

One sentence uses "with" as "communicate with", the other doesn't.
Is that because the one is intransitive verb and the other transitive verb?

Dolphins COMMUNICATE WITH each other by making two types of sounds.

Of the estimated 200 million users of the Internet, some thirty-six percent COMMUNICATE in English.
