Continue means you had already started. Proceed is like starting right now.
Ex. In the middle of her speech, she paused and preceded to do a cartwheel on stage. Then she continued to give her speech.

"Proceed to" is generally used to mean to turn your attention/activity to something that you weren't already doing. For example, "once you've finished part 1, proceed to part 2." "Continue to do something" means to just continue doing what you were doing. E.g. "Continue working on part 1."

Proceed to do = You were not doing before, but you will start doing now.
Continue to do = You were doing before AND you are still doing.

It sounds like “proceed to do” means doing something different from the thing which you have done previously, whereas “continue to” means doing the same thing?
