Question about English (US)

A character in a tv show was saying “It just seems hard to believe” probably to mean like ‘I can’t believe it’. Why did she use the word “seem” even though she was talking about herself? (In Japanese,it will sound very unnatural to use the words that are equivalent to “seem” or “look(like)” (〜のようだ/〜そうだ)when talking about the speaker’s own self) Is it normal to use the word “seem”or “look” in this kind of situation?
Hope this question makes sense.
