What is the difference between Ik moet lachenand Ik lach?Feel free to just provide example sentences.

In the book I'm reading, the sentence is "Het Monster moest lachen." My understanding is "moest lachen" is "must laugh". The whole conversation is...

'Waarom?' Parwiz wist nog precies hoe wanhopig hij zich voelde toen hij die vraag stelde. Hoe schor zijn keel was. 'Waarom doe je dit?'
Het Monster moest lachen. 'Is dat niet duidelijk?'

I checked Reverso and it seems moeten + lachen are often paired together. Is the meaning "must laugh" or just "laugh"?
