Chatterbox is more of an insult. It’s also not commonly used, but It is used. Talkative is just an adjective used to describe someone’s characteristic.

Those two words essentially mean the same thing; "Inclined to talk a lot". However, "chatterbox" is a noun, and "talkative" is an adjective
Consider these two sentences:
"Bob is a chatterbox"
"Bob is very talkative"
These two sentences are saying the same thing; Bob talks a lot
