Ah, ok. Yeah, that’s a bit tougher... I think it’s probably impossible to know without the context. The author could be talking about “open” in the sense that countries are now “open” to each other (in the sense that the countries are now open to the cultural influences (such as vocabulary) of the other countries —as opposed to in the past, where some countries were said to be “closed off” & would not trade with other countries [In the us, China & Japan are often referenced in this context])
Or they could mean “open” more as “inclusive” (i.e. open to women, people with disabilities, people of all races, etc.)

“et al.” Means: ‘and the others’ (“others” referring to other people)
[it’s used when talking about people in a group; Commonly: a group of authors of one book, the scientists who worked on a study, or a company in a lawsuit]
