pull over = move to the side of the road and stop the vehicle.
pull up = approach, come closer.
If a police officer catches you breaking the law in your car, they may want you to pull over so that they can give you a ticket/fine. They want you to move your vehicle to the side of the road, and stop.
I see my friends pulling up in their car now, they are approaching or getting closer to where I am standing and waiting for them.
We are pulling up in front of the hotel now, we are in a car and we are approaching or getting closer to the front of the hotel now.
