Question about English (US)

I'm sure that he was the man to kill my mom that night.

Q1) Does this sentence sound natural?
Q2) Without context, we don't know whether he really killed the mom or he just only intended to kill the mom though he didn't kill the mom?
So, if the mom is still alive, is the meaning of the sentence that he only intended to kill the mom, but to no avail? and if the mom is dead, is the meaning of the sentence that he successfully killed the mom?
So, I think the sentence sounds ambiguous.

Please answer two questions.
