1 — Why isn't wohnen or gefallen put in the end?
2 — Can am besten be understood as "the most" in the sentence?

You can put the whole sentence in two orders:
Order 1:
sub clause ,main sentence
Order 2:
main sentence, sub clause
Let's make the sentence more simple: Mir gefällt es.
Es(It) would be "mit anderen zusammen wohnen"
So you can say
Mir gefällt es.
or
Es gefällt mir.
So you can say
Mir gefällt es am besten, mit anderen zusammen zu wohnen.
Or Mit anderen zusammen zu wohnen, gefällt mir am besten.
am besten = the most
