1 — Why isn't wohnen or gefallen put in the end?
2 — Can am besten be understood as "the most" in the sentence?

"gefällt mir am besten " ist the main sentence.
You can put the whole sentence in two orders:
Order 1:
sub clause ,main sentence
Order 2:
main sentence, sub clause
Let's make the sentence more simple: Mir gefällt es.
Es(It) would be "mit anderen zusammen wohnen"
So you can say
Mir gefällt es.
or
Es gefällt mir.
So you can say
