A better translation is this:
Cities are the ABYSS of the human race.”
Sink isn’t quite the right word.
le gouffre = ABYSS = a bottomless pit like Hell
He is saying that Cities are hellish places for people, where there is crime and suffering.
It is a highly negative ( to put it lightly!) view of cities.
