Question about Japanese

I read the last sentence of the song 「桜花二月夜ト袖しぐれ」:
キミに届け 月夜二袖シグレ?
And the translation was: I (wanna) tell you (about) the timely rain at the sleeves in the moon night.
I cannot understand the word 届ける. I think it means 'give' rather than 'tell'. Can it mean 'tell' too?
