Question about French (France)

What is the literal/historical meaning of « payer rubis sur l’ongle » ?

I'm confused, I understand that it is 'to pay the ruby on the nail'. When I searched the internet, it said something about drinking all the wine in a cup... Which represents the ruby.... ?????

I'm still confused, so please can someone explain? Thanks :)
