"on time" is when you have a specific time.
If you have a doctor appointment at 2 PM and you get there at 1:55PM, you were "on time" for your appointment.
"The bus comes on time at 1:30."
"in time" means were you early enough
"Did you submit your essay in time?"
"I made the last bus in time."

on time is more of like "oh jeff came here on time" and in time is like " in this time the ice Age happened " if that makes sense😅
