Number 1 is saying that a person wants to literally cross the river (go through).
Number 2 is saying that a person wants to walk near the river, but not in the river. This one seems the most accurate.
Number 3 is saying that a person wants to go under the river, which means he/she wants to walk underwater in the river. This one doesn't make sense, because no one walks under the river.
