What is the difference between Sure, someone will bring it up shortly. and Sure, someone will bring it shortly. ?Feel free to just provide example sentences.

Which response comes back when I ask the receptionist, "Could I have hot tea?" How does "Up" work? Is it just emphasis or is it necessary?
