「行けない」=「行くことができない」・・・可能形です。
例:「頭がいたいので、明日は学校には(行きたくても)行けない。」
「行かない」・・・「行く」の否定です。
例:「明日は遊びに行くので、学校には(行くつもりがないので)行かない。」
