Question about Korean

My grammar says that 부터... 까지 are used together to express time, like in 오전 11시부터 오후 3시 까지.
Meanwhile 에서... 까지 are used together to express location, like in 서을에서 동경까지.

But I remember listening this expression: "머리부터 발끝까지" in a few songs. So, that's not a strict rule? Can I use 부터 with locations as well?
