"The house, which he built himself, looks incredible!" adds information about the house, mainly that the "he" in question built it.
"The house, that he built himself, looks incredible!" implies the existence of another house or houses which are being used in comparison to the house which "he" built.
This is just my understanding though, so don't take it as gospel!!

The supposed rule says that "which" is used with a non-restrictive clause and "that" should be used with a restrictive clause (sans virgules). According to this rule, you should write "The house, which he built himself, looks incredible!" and "The house that he built himself looks incredible!" (with no commas).
But, the rule seems to be an invention of copy-editors, and both of your sentences with the relative clause offset by commas mean the same thing. I would tend to use "which" here, though.
