Question about English (US)

Does it sound natural? ;(

Q)
Would you rather have been a migrant to Virginia or Massachusetts? Explain why.

My Answer)
I prefer Massachusetts. Here's the reason. Massachusetts's minimum wage is 12.00 USD per hour, but Virginia's minimum wage is 7.25 USD per hour. The ratio of Massachusetts's minimum wage to Virginia's is 1.65, and I think it reflects the general pay gap. However, according to bestplaces.net, the cost of living in Massachusetts is only 1.23 times higher than in Virginia. Therefore, living in Massachusetts is more economically comfort than Virginia. Being a migrant to Virginia is unreasonable.
