Question about English (US)

A is going to ______ effective teaching methods for children in an online video to be available to subscribers from Friday this week.
(A) proceed
(B) inform
(C)remark
(D)address

The answer is (D).

I'd like to know why (C) is wrong. My textbook says you need to use "remark" like "remark on sth”(sthについて述べる), but "remark" is not only intransitive verb but transitive, right? Is the explanation of my textbook correct?

Thank you for your time in advance.
