Question about English (US)

Can you let me know what does a phrasal verb “work over” as in a sentence “they tend to seek positions of authority where they can work over” mean?
I recognize that means “position where they can deal with everything by their own.”, but I didn’t find out such meaning in any dictionaries.
“They” are people with ASPD.
