There is no difference. Is that it would probably be more sarcastic as it sounds a bit less sincere depending on the tone of voice.

For me, I would use "is that all" if I'm using it for sarcasm. However, it depends on each person and the tone that person uses. Authentic sarcasm mainly comes from a person's tone.
