Hello!
Request means to politely or formally ask for something
Ex. “May I request another drink for my friend?”
This means “may I ask for another drink for my friend?”

Offer means to give or present
Ex. “May I offer you a drink?”
This means “may I give you a drink?”
Basically, requesting is asking (on the receiving end) and offering is presenting (on the giving end)
