Question about English (US)

What is the difference between 'raise prices by' and 'raise prices to'?
I guess that I have to write the amount of money after 'to' (e.g. I raised prices to 50$) while I should write percent after 'by' (e.g. I raised prices by 5 percent). Is it right?
