Question about English (US)

"You are not wearing that outfit"

Grammar says 'Be verb ~ing' is when your action is going now or some future.
How can 'Be verb ~ing' be an ordering word for someone not to do?

And, which one is a more strict order, "You're not ~ing" or "Don't~"?
