He's saying that Spock is incapable of feeling that particular emotion because his mind simply doesn't know what it is.

Normally you wouldn't hear someone using "compute" but this character Spock uses much more advanced language that most people would not use. Now if this is Cpt Kirk saying this line, then he's mocking the way Spock speaks. But either way, he is saying "it must not even make sense to you" or "you must not even understand". What ebuch said is pretty much the same thing, I just put it into the form of an example sentence.
