Miami is a city located in the state of Florida.
A city is a larger version of a town or village.
Village: Small, rural
Town: Larger than a town and with fixed government agencies.
City: Largest of the three.
State: All American Villages, Towns and Cities are located within a state.

To give an example, I live in the town of Carolina Beach (pop. 6,354) which is very close to the city of Wilmington (pop. 122,607)
Towns also have town halls/town council meetings. Whereas we’d call them city hall/city council for cities.
