There’s a very small difference. A implies that there are things on the dish, such as leftovers, grime, or even soap.
B is more general, implying that a dish simply needs rinsing and is already clean or is going to be used right away, so a quick rinse is in order.
Either way, they’re nearly identical aside for those small nuances. They both sound natural and no one would give it a second thought if you used one over the other

@Kim_Soo-ah @OrdinaryMagician Thank you for the feedback. I see. "rinse off the dish" and "rinse the dish" are basically the same, but "rinse off the dish" sounds like there is something on the plate and it's washed off the plate. Arigato.
