The first sentence indicates that there's only 1 'planning' and the second sentence indicates that there is more than 'planning' although it would be more natural to say 'plan/s'
Eg: My plan for the next 5 years is...
My plans for the next 5 years are...

el primero es singular y el segundo en plural .. lo que está mal .. porque planning es IS no ARE
