Yes, "s" is pronounced in "tous" when used alone.
And it's not pronounced when followed by a noun phrase.
▪️pronounced "TOUS"
– Je les aime tous.
– Bienvenue à tous.
▪️pronounced "TOU"
– J'aime tous les fruits.
– Bienvenue à tous les élèves.
