imposed 20 years = said or wrote something that made sure the person will be in prison for 20 years.
first-degree criminal sex act = this varies by state, but in ny I think it means they forced someone to have oral or anal sex with someone who could not give consent for the sex, either because of their age or condition.
third-degree rape = they forced someone to have sexual intercourse and the person whom they forced did not give consent either due to age or some reason other than not being able. it gets more technical than this brief explanation.
consecutively means it happens one after the other; so it would be 20 years and then immediately afterwards 3 years.
