What does slip beyond its grasp mean?
It’s worth noting here the role of the Electoral College and the Senate. It’s virtually certain that the GOP has lost the popular vote for the sixth time in the last seven presidential elections, yet, at the same time, it has no real reason to believe that either the presidency or the Senate are slipping beyond its grasp.

It's a phrase used to describe when something isn't able to be done or is unobtainable. Sometimes it also means that they almost got what they wanted, but lost it; although that doesn't seem to be the case in your sample sentence.

@aplbly Not quite. It means: the GOP will likely lose the popular vote, but loopholes may allow them to get the Senate and presidency anyway.

Then, the first sentence, It’s worth noting here the role of the Electoral College and the Senate. I think it means that Electoral College and the Senate are not worthy anymore.(because of those loopholes)
