Question about Russian

I was talking with a Russian friend about the real example of a Russian woman who brought her 8-year old daughter to my country for the purpose of permanent relocation. The daughter is now 28 years old and still lives in my country with her mom.
Her daughter must have been frustrated at early times after arrival at my country. The language barrier in the new society and classroom at school. Also the cost of child education in my country.
...... And my Russian friend wrote this...
У меня нету татуировок...и пирсингов.

" На счет детей,то я могу сказать,что это очень серьезное решение и я конечно же готова робить ребенка если я буду видеть ,что мой партнер тоже этого хочет и серьезно относиться к такому решению..."

что означают эти фразы, особенно "frighten a child"??
