Question about English (US)

What does You're receiving this email for one of two reasons; your exam was flagged for proctor review or you may not have passed this exam. mean?

I'm translating rules during certification test in a company...

[rules during taking a test]
Your exam may be flagged for review if:
You use or access any personal items while taking an exam, including mobile phones, tablets, other electronic devices, writing utensils, paper or preparation notes....

[email to notify test result]
You're receiving this email for one of two reasons; your exam was flagged for proctor review or you may not have passed this exam.

Q. Does "flagged for review" mean like "cannot pass review during exam monitoring (but you can finish taking a test anyway without early termination) "?
This expression sounds vague for me...

Sorry for long and many questions >_<
Yes/No or simple answers are really appreciated!
