âWithout so much asâ is emphasizing (strongly suggests) that they did not even do that, when you were expecting them to do that. (Like someone broke the rules.)
It does have a negative feeling.
For example... there is a restaurant that asks you take off you shoes before coming in. But someone comes in with out taking off their shoes. So you might say to someone else ( They came in with without so much as taking off their shoes.) You say this because you thought they would and you are annoyed they didnât follow the rules.

the second one has more emotion so to sound even more natural you should say "He left without so much as a goodbye can you belive that guy" also it depends on how you feel about that person to hope that helps

âWithout so much asâ is an older phrase. âWithout saying goodbyeâ is just stating a fact. He didnât say goodbye. Itâs okay that he didnât, and it would have been ok if he did.
âWithout so much as saying goodbyeâ gives the feeling that he was supposed to say goodbye but didnât. So you are more annoyed with him.
