"Simp" refers to someone who foolishly puts women on a pedestal. Usually referring to guys who are extremely desperate and who would do anything for a woman, no matter how uninterested she is in him.
"Simping" is the same thing, but a verb.
Examples:
"Bob is such a simp. He keeps donating money to that girl streamer even after she called him stupid."
"Bob is simping by continuing to put that girl's wants before his own."
Keep in mind that this word is very informal and derogatory. I would never use this word at work or in real-life conversation.

It can be used to refer to a woman, but 99% of the time it just refers to a guy.

Simp can describe anyone of any gender. Younger people also tend to throw it around as a joke about themselves.
