So it depends on the context but here it goes..
If you say 'the clothes will be...' then you would use 'sent' rather then 'delivered', although both are okay
If you are the one who is sending the clothes (if you are the sender) you will say 'I will send you the clothes' meaning you'll be the one to pack them and go to the post office to send.
If you are the one to deliver the clothes, that means you are the one who will take the clothes and go to the persons house and give it to them in hand
So you can say
The clothes will be sent/delivered to you from China.
I will send you the clothes from China (I will go to the post office and send it)
They will deliver the clothes to you (mailman or someone who has that job will give you the clothes that I sent)

So when you send smth to someone, you do not see that person in person.. but when you deliver something, you're doing it personaly, to see that person.. thats the main difference..
So if you say 'I'm sending you clothes from China' you will say 'send' because you're not going there, you're just sending..
But if you say 'They will deliver you clothes from China' you will say 'deliver' because those ppl will bring him clothes personaly
