I'd say "onto" or "around". I also would change "the" to a possessive pronoun (my/your/his/her/their) because it sounds better before body parts (unlike spanish).

@miguelgf98 if you mean that the fabric will be gathered all around a waist yes. if only on a side of the person's waist, use "onto".

You could also say “gather the fabric at the waist”
