"and we heard that her mother was a beauty" (people talk about how beautiful her mom was)
"she hasn't handed much of it down" (her kids/son/daughter didn't inherit her beauty; they're not beautiful)
"has she?" (right? you agree?)

seems to me that.... someone is saying that someone ELSE is ugly. even though that person's MOTHER was pretty. (rude). to 'hand something down' means to give it to the next person.
we have a phrase "hand me downs" which are things that you get from older people, generally brothers and sisters. LIke clothes, toys... anything.

@supermandi Thanks .
and what about this one :
" Her limp light hair straggled from under her black crêpe hat ."

those are not the same as the question... i don't think!
"hand me downs" that is a noun
"hands down" is a different expression meaning.. (sort of) 100%! I agree!
example: That puppy is the cutest... hands down!
"take after" is a different expression also.
we use that when, for example, a child looks like... or has the same characteristics of.... a mother or father.
example : "your son really TAKES AFTER you. He's tall, and good at sports"

the hair is limp (flat, unattractive) light (in color, maybe blonde)
the hair straggled (sticks out from, in a messy way)
the hat is black and crêpe (not heavy, thin, wrinkled fabric)

I mean instead of saying " She has not handed much of it down " Can I say " She has not taken after her mother ."

@supernal_shampoo Crêpe is a type of material. It's light-weight, thin, and wrinkly. You could see on a google image search.
