seems to me that.... someone is saying that someone ELSE is ugly. even though that person's MOTHER was pretty. (rude). to 'hand something down' means to give it to the next person.
we have a phrase "hand me downs" which are things that you get from older people, generally brothers and sisters. LIke clothes, toys... anything.

those are not the same as the question... i don't think!
"hand me downs" that is a noun
"hands down" is a different expression meaning.. (sort of) 100%! I agree!
example: That puppy is the cutest... hands down!
"take after" is a different expression also.
we use that when, for example, a child looks like... or has the same characteristics of.... a mother or father.
example : "your son really TAKES AFTER you. He's tall, and good at sports"

the hair is limp (flat, unattractive) light (in color, maybe blonde)
the hair straggled (sticks out from, in a messy way)
