@rikakokokokoko mind you, this is subjective, but i feel that the second sentence is somewhat derogatory, downplaying his achievement as the premier politically-ignorant head of state as just another lucky strike.

@rikakokokokoko yes. using 'that' instead of who is derogatory. it's like using 'it' instead of 's/he' and 'him/her.'
"he is the one who did it"
"he is that one that did it"
the second sentence is more derogatory
