@dana105 If the sea is already understood as the context, then you can say "There was a strong storm."
Despite "on the sea" being quite logical, I don't hear it very often. When you talk about a ship/boat, it's usually "at sea"
There probably is at least one context for "on the sea", but I can't think of any at the moment.
