It could be called a 'short wall'. People would understand you. It is more common that people would just call it a 'wall', or they might call it a 'tank' because that is what something that holds fish is often called. The word 'tank' has got a few meanings though so be careful. Short wall does make sense, just not 100% natural 👍👍

'Tank' might be a difficult word to use because it does depend on what the fish are in. So I would recommend using 'wall' or 'short wall' 👍

low is better than short when describing a wall. You could just say the family was leaning on the pool wall / the side of the pool to see the fish.
