"後悔する" is used when you take an action intentionally and it fails.
あんな発言をしてしまったことに後悔する
I regret having made such a statement
"悔いる" is used when you do not regret the action you intentionally took, but when something goes wrong as a result of that action.
試合に負けたことを悔やむ
