As an action/verb it means to bend over, very far over, more than just leaning would be. It is bending over far enough that you could pick something up off the ground or to look all the way underneath something.
There is also a less common version of the word which is not an action, but is a noun instead. It can sometimes be used for the steps in front of a door, the 'front stoop', etc. Kind of similar to a front porch, but a porch has a roof while a front stoop can just be the steps.

thank you! yeah i wanted to know if this is the same of a front porch without the roof, I've heard this is more common in New York, am I right? So if this is not too common what would you use to mention the front stoop instead?

@Isabellall I'm not really sure which places in America use 'stoop'/'front stoop'/back stoop/ etc the most, but it does sound like an east coast thing so that could be true. I think it might be said more often in places like Boston too, so yeah, it could be an east coast thing. Not sure though. It's not as common in the western USA, but you still hear it.
The most common words for it would probably be the 'front steps' or 'front stairs'. If it has a roof over it, especially if it has a wider area where maybe a chair or bench can sit on it, then it will be called a porch or front porch. But just the steps, is often called the 'front steps' or in a general way the 'front door'. "we stood at her front door, talking for a few minutes." "we stopped to chat on her front steps." "we stood on the front stoop to chat for a bit." You will hear all of those used often enough.
'front stoop' or 'stoop' is more common in some areas, so it's maybe more regional. If it's not commonly used in your area, then people might ask a question about it, just to clarify the meaning, but it's still fine to use.
